Below is the notice of regular reduction and exemption of basic endowment insurance, unemployment insurance and work injury insurance that the company shall bear in social insurance:
Starting from February 2020, SMEs in all provinces except Hubei can be exempted from
basic endowment insurance, unemployment insurance and work injury insurance that the company shall bear in social insurance
because of the impact of the epidemic outbreaks. Exemption period will not exceed 5 months.
For the three social insurance enterprises of large-scale enterprises and other insured units (excluding government agencies and institutions), the payable part may be levied in half, and the period of reduction shall not exceed 3 months.
Since February 2020, enterprises
in Hubei Province can be exempted from the payment part of three social insurance enterprises of all types of insured units (excluding government agencies and institutions), and the exemption period shall not exceed 5 months.
Enterprises with serious difficulties in production and operation affected by the epidemic situation may apply for delaying the payment of social insurance premiums for a period not exceeding 6 months in principle, during which the overdue fine shall be exempted.

Guangdong Provincial Taxation Bureau of the State Administration of Taxation has notified that, in order to avoid refunds, it is recommended that employers make normal declarations in accordance with the original practice, but do not pay social insurance premiums for the time being.
After the implementation measures are issued, the tax authorities will adjust the tax system and notify the employers to pay the fees.
When paying the fees, the employers can directly enjoy the partial reduction and exemption of the enterprise's payment, without having to declare again.
As a result of the epidemic situation, if the employer is unable to pay the social insurance premiums of the enterprise employees on time, it can be postponed until three months after the epidemic situation is resolved, and no overdue fine will be collected during the period.
